 About:

University Council Secretariat Division is directly linked to the University President and run by the University Council secretary, who is in charge of this Division vis-à-vis the University President. This Division is the body concerned with holding the meetings of the University Council which consists of the President of the Council (the University President), the members of the Council represented by (Vice President for Scientific and Administrative Affairs) and deans of colleges. This Division organizes these meetings, prepare priorities and document records, respectively. The Secretary of the University Council (in addition to his duties) works according to the University President directives, such as providing consultations, studies, and expressing an opinion on the various affairs of the University, its departments, and its activities.

Tasks:

1-     Receiving, auditing and documenting official reference letters and proceedings of college councils according to the authorities and tasks, preparing endorsements for their recommendations and decisions, obtaining the approval of the University President, and referring topics that need study or expressing an opinion to the departments of the University Presidency and the concerned bodies, in addition to preserving and archiving notes and records pertaining to the University Council. 

2-     Informing the colleges of the approval of the proceedings of their councils to work accordingly.

3-     Preparing the agenda for the University Council meeting whose articles and paragraphs are to be discussed during the Council meeting, downloading the agenda and notes electronically and attaching them to the members of the University Council before the session.

4-     Preparing the proceedings of the University Council sessions, including whatever previously discussed, approved, amended or rejected in the sessions, presenting the proceedings to the University President for signature. The proceedings should be sent to the Secretariat of the Advisory Committee in the Ministry of Higher Education and Scientific Research to obtain the Minister’s approval on the paragraphs requiring his approval, and circulating them to all Iraqi universities, institutes and university faculties to implement the resolutions.

5-     The University Council secretariat follows up the colleges and departments of the University Presidency in matters related to implementing the decisions of the University Council.

Units and Tasks:

1- The Council Secretariat Unit: It is concerned with preparing and organizing the University Council sessions, printing the proceedings of these sessions and submitting them to the Secretariat of the Advisory Committee in the Ministry.

2- College Councils Unit: It is concerned with receiving, scrutinizing and submitting the college councils’ proceedings to the University President to obtain endorsement on the recommendations and decisions of the college councils according to authorizations, then informing the colleges of the University President’s directives regarding the proceedings of their councils.
