University Council Secretariat Division

 About:

The University Council Secretariat Division is related directly to the University President. It is directed by the secretary of the University Council, who reports to the University President. It is the body in charge of the University Council meetings, including the chairperson of the Council (the University President) and the Council members, who are represented by vice-president for the scientific and Administrative affairs as well as the deans of the colleges. The division is responsible for organizing the meetings, preparing agendas, and documenting. In addition to his duties, the council’s secretary performs responsibilities assigned by the University President, such as consultations, research and opinions on various university matters, departments, and activities.

Structure of the secretariat:

The division currently has no units. However, a proposal to restructure the division has been forwarded to the Ministry of Higher Education and Scientific Research to include two units as listed below:

1. The council secretariat unit.

2. The colleges’ councils unit.


Duties:

The university council secretariat carries out the following duties:

1.    Receiving, reviewing, and documenting college councils letters in accordance with assigned duties, preparing approvals for the recommendations and decisions, obtaining the University President approval, and referring issues that require study or feedback to the presidency departments and relevant authorities. It also upholds and archives the University Council-related memoranda.

2.    Notifying colleges about approvals of their council records, enabling them to start implementing the authorized decisions.

3.    Preparing the agenda for the University Council meeting, including the items and paragraphs that will be discussed. The agenda and memoranda are uploaded electronically and sent to the University Council’s members prior to the meeting.

4.    Preparing records of University Council meetings, containing items discussed and approved, changed, or refused. The records are subsequently presented to the University President for endorsement, then forwarded to the board secretariat at the Ministry of Higher Education and Scientific Research for approving required matters by the Minister. These will then be circulated to all Iraqi universities, institutes, and university colleges for implementation.

5.    The secretariat supervises carrying out the University Council’s decisions by the university presidency’s departments and colleges.

Duties of units on approval:

1.    Council secretariat unit: This unit is in charge of preparing and organizing university council sessions, publishing the records, and sending them to the ministry’s board of secretariat.

2.    Colleges’ councils unit: This unit receives and reviews college council records before presenting them to the University President for approval of the college councils’ recommendations and decisions, as assigned. It then notifies colleges about the University President’s orders regarding the council’s records.
